when i was chatting in twitter and i again found a someone have send the picture of Olaf in club penguin app and here is the picture
in this picture you see that one penguin have transform to Olaf. its means that member will able to transform to Olaf in Frozen party. and i do not know that non member could transform or not it is club penguin wish.
